USDOT Transportation and Health Tool
The Centers for Disease Control and Prevention (CDC) and U.S. Department of Transportation (USDOT) – together with the American Public Health Association (APHA) – partnered to develop the simple-to-use Transportation and Health Tool. The tool highlights the connection between transportation and public health and can help improve transportation decision making. The tool enables transportation decision makers and the public to compare their region or state with others on key health and transportation indicators.

DUI Counterattack, Hillsborough
DUI Counterattack, Hillsborough, Inc., was incorporated in 1971 to provide drug and alcohol education courses to persons convicted of driving under the influence (DUI) of alcohol or other drugs, who elect to attend prior to appearing in court, or who are required to attend by the Department of Highway Safety and Motor Vehicles and who live, work or attend school in Hillsborough County.

DHSMV Licensed DUI Programs in Florida
The Florida Department of Highway Safety and Motor Vehicles’ (DHSMV) Bureau of Motorist Compliance website that provides administrative oversight for licensed Driving Under the Influence (DUI) programs statewide. DUI programs are non-profit organizations required to provide drug and alcohol education to DUI offenders to satisfy judicial and driver licensing requirements.

Mothers Against Drunk Driving (MADD) Victim Impact Panel
The purpose of the Victim Impact Panel (VIP) program is to help drunk and drugged driving offenders to recognize and internalize the lasting and long-term effects of substance-impaired driving. At a VIP, victims, survivors and others impacted by substance-impaired driving crashes speak briefly about the crash in which they were injured and/or a loved one was killed or injured. They share a first-person account of how the crash impacts their lives. They do not blame or judge. They simply tell their stories, describing how their lives and the lives of their families and friends were affected by the crash.

Recommendations for Toxicological Investigation of Drug-Impaired Driving and Motor Vehicle Fatalities Report Published August 13, 2013
This Journal of Analytical Toxicology report describes the review and update of a set of minimum recommendations for the toxicological investigation of suspected alcohol and drug-impaired driving cases and motor vehicle fatalities involving drugs or alcohol. The recommendations have the goal of ensuring that a consistent set of data regarding the most frequently encountered drugs linked to driving impairment is collected for practical application in the investigation of these cases and to allow epidemiological monitoring and the development of evidence-based public policy on this important public safety issue. The recommendations are based on a survey of practices in US laboratories performing this kind of analysis, consideration of existing epidemiological crash and arrest data and practical considerations of widely available technology platforms in laboratories performing this work. The final recommendations were derived from a consensus meeting of experts recruited from survey respondents and the membership of the National Safety Council’s Alcohol, Drug and Impairment Division (formerly known as the Committee on Alcohol and Other Drugs, CAOD).

Impaired Driving Program Assessment Background

The purpose of this assessment, conducted by the National Highway Traffic Safety Administration (NHTSA), was to review all components of the State of Florida Impaired Driving Program, note the program's strengths and accomplishments, and note where improvements can be made. This assessment was a done in a cooperative effort between the Florida Department of Transportation State Safety Office and NHTSA. Program assessments are based on the “Uniform Guidelines for State Highway Safety Programs" which are required by Congress and periodically updated through a public rulemaking process. For each highway safety program area, the criteria against which each state program is assessed have been developed through use of the uniform guidelines, augmented by current best practices. Specifically, this assessment used Highway Safety Program Guideline No. 8 Impaired Driving.

Although not required, the State of Florida requested NHTSA’s assistance in assessing the State’s alcohol and drug impaired driving countermeasures program to comply with 23 CFR 1200.23 promulgated under Moving Ahead for Progress in the 21st Century (MAP-21) to qualify for the Impaired Driving Countermeasures Grant.
